Referral website, not the contractor. How it works
Foundation repair in Belton means piers under a slab or shim and pier work over a crawlspace, done by a city-registered contractor. To get started, send a request with the form.
KilleenFoundation.com is a referral website, not a foundation repair company or a charity. We send your request to one independent local foundation repair company that serves the Belton area. You never pay us; companies we refer you to may pay us for referrals. Pricing and scheduling come from that company.
What's different about Belton
The county's oldest town. Belton has been the Bell County seat since the county was formed in 1850. The town was laid out around a courthouse square, held its first sale of lots on August 26, 1850, and took the name Belton in December 1851, according to the Texas State Historical Association. By the mid-1880s it had about 4,000 residents. Some Belton homes are far older than most houses in Killeen or Harker Heights, which grew mainly after Camp Hood opened in 1942.
Nolan Creek. Belton sits on Nolan Creek. TSHA records that much of downtown flooded in December 1913 when the creek overflowed. For a foundation, the lesson is about water: low spots near the creek and its tributaries can stay wet after heavy rain, and soil that stays wet on one side of a house moves differently from soil that dries out.
Middle of the county. TSHA places Belton near the geographic center of Bell County, which is also roughly where the Balcones Escarpment runs. East of the escarpment, Houston Black clay is the most common soil; west of it, soils are lighter and limy, with shallow rock in places. Belton homes can sit on either, so it's worth looking up your address on USDA's Web Soil Survey.
A growing city. Census Bureau estimates show Belton growing from about 23,000 people in 2020 to about 26,000 in July 2025. The University of Mary Hardin-Baylor has been in Belton since 1885.

Typical costs for Belton homeowners

On an older pier-and-beam house, the price depends on how many piers, beams and joists need work. The foundation repair cost guide has the full breakdown.
Belton's permit and registration rules
Belton is specific about who can do the work:
- Permits. The Planning Department's FAQ says building permits are required to erect, alter or enlarge any structure, for work "ranging from new construction, remodeling, repair, additions" and more.
- Contractor registration. Any trade contractor working in Belton must register with the city. The registration needs a government photo ID and a current certificate of liability insurance, and it must be renewed every calendar year.
- No registration, no permit. The city says a permit can't be obtained unless the contractor is currently registered with the City of Belton.
- Homeowner permits. A homeowner can pull a permit for their own primary homestead but must still meet the codes and pass inspections.
The Planning Department is at 333 Water Street, (254) 933-5812.
When you look up rules online, make sure the page is from the City of Belton, Texas (beltontexas.gov). Other cities named Belton publish their own permit rules.
What to ask before hiring in Belton
- Are you registered with the City of Belton this year? Can I see it?
- Will you pull the permit before work starts?
- How many piers, what type and how deep? Can I have the layout in writing?
- On an older house: will you check the crawlspace, beams and joists, not just the piers?
- What warranty do you offer, and does it transfer if I sell?

Common questions
Does a foundation contractor have to register with the City of Belton?
Yes. The Belton Planning Department says any trade contractor working in the city must register, renew every year and keep a certificate of liability insurance on file, and that a permit can't be issued unless the contractor's registration is current. Ask the company for its Belton registration before you sign.
Can I pull a Belton permit myself?
The Planning Department's FAQ says a homeowner can, if the house is their primary homestead. You still have to meet all codes and pass the required inspections. Most homeowners have the foundation company pull the permit.
Is my Belton house on Blackland clay?
It depends on the address. Belton is near the geographic center of Bell County, close to where the Balcones Escarpment divides the Blackland Prairie (mostly Houston Black clay) from the Grand Prairie (limy subsoils and shallow rock in places). USDA's Web Soil Survey shows the mapped soil for any address.
